DESCRIPTION:NOTICE OF RACE\n2025 RC Laser Fall Festival Regatta\nSeptember 19-21 2025\nRC Laser AMYA Region 3 Championship\nHosted by Triangle Model Yacht Club AMYA #28\nAt Lake Crabtree County Park\n4317 Lake Crabtree Park\, Morrisville\, NC 27560 \n1 RULES AND GOVERNANCE:\n1.1 The event will be governed by the current edition of the Racing Rules of Sailing (RRS) as changed by Appendix E\, and the current applicable Heat Management System (HMS). \n1.2 Where there is a conflict between the notice of race (NOR) and the Sailing instructions (Si’s)\, the Si’s shall prevail except that neither shall alter any class rules. This changes rule 63.5 C. \n2 CHANGES TO RULES:\n2.1 90.3(e) Replace “24 hours” with “5 minutes”. \n2.2 If any part of a boat’s hull is on the course side of a starting line at her starting signal and she is identified\, the race committee will attempt to hail her sail number. Failure to hail her number\, failure of her to hear such a hail\, or the order in which boats are hailed will not be grounds for a request for redress. This changes RRS 61. \n2.3 Boats entering the Launch Area (if such an area is designated) without race committee authorization will be penalized without a hearing\, changing RRS 61. \n2.4 When racing is under way\, boats shall sail on the racecourse only when scheduled to race. When this instruction is broken\, she shall be penalized without a hearing\, changing RRS 61. \n3 SAILING INSTRUCTIONS:\n3.1 The Sailing Instructions will be available for download at https://theamya.org/FindaRegatta.asp by 9:00 on the morning of the first race. \n4 ELIGIBILITY AND ENTRY:\n4.1 Competitors must be in good standing with their NCA. For USA NCA members\, AMYA membership is required for this event. \n4.2 Each competitor shall provide proof of current AMYA or their National Authority membership or pay the current AMYA annual fee at our regatta check in. \n4.3 If any of the above is not available at the event\, but a competitor claims they exist\, the competitor shall sign a declaration to that effect and send a copy of the missing document to the Race Committee within seven days of the event. \n4.4 On submitting an entry form\, the competitor representing his/her NCA agrees to be bound by The Racing Rules of Saling and by all rules that govern this event. \n5 REGISTRATION AND FEES:\n5.1 The event fee is $25 per boat. Lunches for either Saturday or Sunday are $15 each. \n5.2 Entry form and fees must be submitted no later than September 10th. There is no refund after this date. \n5.3 There will be a fun RC Laser Balloon Jousting tournament and free dinner and drinks party at the same venue on Friday evening. The regatta is organized under the overall authority of the MIMYC and the American Model Yacht Assocation (AMYA) RC Laser Class. \nVenue: Cale Model Yacht Sailing Center\, Frank E. Mackle Community Park\, corner Balboa CT and S. RULES AND GOVERNANCE:\n1.1. The event will be governed by the current edition of the Racing Rules of Sailing (RRS) as changed by Appendix E\, and the current applicable Heat Management System (HMS). 1.2. No US Sailing Prescriptions apply except Appendix R and prescriptions to rules 60.3\, 61.4\, 67\, 70.5(a)\, 76.1. \n2. CHANGE TO RULE:\n2.1. 90.3(e) Replace “24 hours” with “5 minutes”. \n3. EQUIPMENT INSPECTION:\n3.1. At the discretion of the PRO\, checks of randomly selected boats may be conducted during the event to confirm that they comply with class rules.  \n4. RISK STATEMENT:\nRRS 3 states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in any of the events covered by this NOR\, each competitor agrees and acknowledges that:\n4.1. They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves and their boat to such inherent risk whilst taking part in the event whether afloat or ashore.\n4.2. They accept responsibility for any injury\, damage or loss to the extent caused by their own actions or omissions.\n4.3. Their boat is in good order\, equipped to sail in the event and they are fit to participate.\n4.4. The provision of a race management team\, patrol boats\, umpires and other officials and volunteers by the organizer does not relieve them of their own responsibilities.\n4.5. The provision of rescue boat cover is limited to such assistance\, particularly in extreme weather conditions\, as can be practically provided in the circumstances  \n5.
